It is as you say, those with authority have little to no understanding of privacy, personal data or the way the digital world operates today. This is made abundantly and embarrassingly clear any time a panel ask questions of any tech company for example Facebook.
In addition, I would have to say that unfortunately this is not the direction we are currently heading in as the true powers that be could not afford to allow this kind of influence. Naturally greed will be the enemy of this way of thinking. I do believe that what you suggest is without a doubt the right way to move forward, just not seeing it in the current global climate.

I appreciate the good work you and your institute do. I especially enjoy hearing your brain-storming ideas as to potential effects of the sci/tech trends currently underway.

However, I have had 52 great years working in human and economic development in more than 40 nations and I continue to do that as a resident and entrepreneur in Panama. I'm sorry to say that I do not for a minute believe that the nation-state system will serve as a foundation for fractal anything.

In the new global community that is growing organically, not by design, new relationships will be created. I suspect that a decade from now we will find that very large "institutions" will have been created that ignore national borders, but bring together "people of a like mind" on the issues you mention and many others. They will work on their own behalves initially, but as they succeed, their practices will spread to whatever system comes into existence in later years.

For true global change, you have to think outside of the "nation-state box" without falling into the "world government trap" which would be a disaster for everyone, but is the least likely scenario.
