A secured open-ledger system lends itself well to this as it could empower the most local, like a small neighborhood or a building all the way to all Human Civilization.

Small efforts at participation at every level would be hugely amplified. Almost nobody wants to go to city council meetings to learn what is happening right in their town, but one person of the whole community could place reports and alerts on the open ledger tagged for the precise locality so the discussion is among those with the most at stake first with the discussion possibly engulfing higher and higher levels by an augmented grass-roots system to become global. You could constantly participate in your own governance as you are interested. The equivalent of 'Google Alerts" can be set by individuals in such system(s) so that as it is used you express your unique hegemonic desires.

The main danger without some declaration of rights as bedrock is obviously the pure democracy problem when we want to protect the rights of the smallest minority, the individual.

GOOD GRIEF! I'm not sure I understand much o this fractal jargon... I think in a very different language, or languages.
I think of course that nation-states are unsustainable because the concept of "sovereignty" it presupposes, or imposes,is the very axis of the war-economy we are expected to continue to go along with... Whereas, we require a Peace economy built around ecologically conceived spatial relations... autonomous localities (not "sovereign" but able to look in both direction, up and downward, at the same time)-- relating to one another BIORREGIONALLY... It is nature itself that must give us our parameters... AN ECOLOGICAL MODEL OF CITIZENSHIP is what me need to have. Rivers, lakes, coastal lands, seas and oceans defining who is responsible for looking after what. The AIR is everyone's responsibility around the planet... (prefer this word to globe... away from globalization and more into planetarization... or the reverse of a nefarious "globalization"). Language communities by nature are to be seen as a planetary phenomenon since they travel with us wherever we may go or are heard and read: a special form of rootedness we are called upon to preserve. I'm in the process of restoring our sites... Simone Weil's Profession of Faith" as a "Preamble" to any exercise writing our local and regional constitutions. YES... the nation-states will disappear except to the extent they will still appear connected to our language/cultural patrimonies, part of our physico-spiritual rootedness on this Earth that is our responsibility as part of humanity at large... BEST TO YOU AND STAY CONNECTED... WORKING TOGETHER TO SAVE OURSELVES FROM THAT WAR ECONOMY BOUND TO KILL US ALL!!

Very good, ´´We live in a human-run world and the idea of having machines replace politicians, taking an automated driving test, or sitting before a robotic judge all sound rather foreign to the way things are done today.
