I really like the concept. One area that I would emphasize in the testing is emotional well-being. This topic needs to be heavily weighted, perhaps even more so than intellectual topics. Having knowledge is important, but individuals with ulterior motives or questionable morals are often the ones who contribute to the issues faced by democracies today.

The challenge, I believe, lies in how to effectively test the emotional well-being. Perhaps this aspect needs to be observed over time through active duty, allowing for a more accurate assessment.

Also, it might be beneficial to attach ratings or weighted voting points to individuals who clearly demonstrate superior knowledge and EQ compared to those who do not. This could help ensure that those with the right balance of skills and emotional maturity are given appropriate recognition and influence.
