				<div class="et_pb_text_inner"><p>Would the world be better off with relatively more countries or relatively fewer countries? Are the countries we see across the world meeting the needs of the world and their citizens? Should we celebrate or be concerned about the formation of new countries?</p>
<p>Most people will likely go along with the argument that creating new countries gives us the power to experiment and try new things. Traditional countries seem stagnant, mired in problems, with aging systems that don’t work well in modern society.</p>
<p>But on the other hand, stability can be a positive thing, and they can certainly evolve without starting completely from scratch.</p>
<h2>What Exactly is a Country?</h2>
<p>It’s generally accepted that a “country” must have:</p>
<ul>
<li>Defined boundaries</li>
<li>A system of governance</li>
<li>A permanent population</li>
</ul>
<p>I would add two more to the list:</p>
<ul>
<li>An agreed-upon medium of exchange or commerce</li>
<li>The ability to legitimately engage with other nations</li>
</ul>
<p>With that in mind, let’s explore some of the ways countries may evolve in the future.</p>
<h2>Size Matters – The Private Sector Parallel</h2>
<p>Interestingly we have the same “more vs. fewer” debate with regard to publicly held companies. We seem to go through alternating periods of corporate conglomerations and spinoffs, celebrating the efficiencies gained in the first model and the greater likelihood of innovation, specialization, and profitability with the second.</p>
<p>The parallels don’t stop there. Large conglomerates are unlikely to be snapped up by a competitor. But smaller companies might be at the mercy of a hostile takeover. The same is arguably true for countries.</p>
<p>On the individual level, a worker’s position might be safer and more secure in a large corporation compared to a smaller spin-off company or a startup. People living in some of the former Soviet Republics can certainly relate to this comparison.</p>
<p>Yet, land on earth is very limited. Is it even reasonable to consider the formation of new countries?</p>
<h2>Where do New Countries Come From?</h2>
<p>Since nearly all the walkable space on Earth has been claimed as part of a country (with some possible exceptions described below), country formation as far as landmass for the most part is a zero-sum game. There are no new places to plant a flag. That will ultimately happen on planets other than Earth, though for now the <a href="https://www.unoosa.org/oosa/en/ourwork/spacelaw/treaties/intromoon-agreement.html" target="_blank" rel="noopener" title="Agreement Governing the Activities of States on the Moon and Other Celestial Bodies">UN Moon Agreement</a> prohibits national colonization there.</p>
<p>But here on Earth, new countries are either re-invented or rebranded from established lands, carved out from established countries, or less commonly, the result of a merger of established countries.</p>
<h3>Re-Branded Countries</h3>
<p>Not to be confused with the formation of “new countries,” we’ll continue to see nations filing some informational paperwork with the United Nations and changing their names. This might be a tweak that’s significant just to them, such as adding the phrase “Republic of&#8230;” or changing the name altogether.</p>
<p>Many times, these changes aren’t due to newly derived independence or a substantially re-formed government; they’re from what I would call “re-branding,” driven by political change, ethnic pride, or a new national identity that seeks to separate itself from the vestiges of a former outside, often Anglo, dominance.</p>
<h3>Micronations</h3>
<p>When it comes to the formation of new countries on new lands, I’ve written and lectured in the past about <a href="https://futuristspeaker.com/business-trends/owning-your-own-country/" title="Owning Your Own Country">micronations, formed on manmade islands, or natural ones</a> that are too small for the host nation to have much interest in.</p>
<p>In theory, these lands can be transformed into a new country, meeting many if not all of the five characteristics. In some cases, however, these are more akin to <a href="https://www.cnn.com/travel/article/islandia-lets-buy-an-island-micronation/index.html" target="_blank" rel="noopener" title="They bought a Caribbean island to start their own country">a tourism gimmick</a> like this one, or an effort to foster a utopian society for a handful of true believers. <a href="http://new-utopia.com/" target="_blank" rel="noopener" title="Welcome to Principality of New Utopia">The Principality of New Utopia</a>, a monarchy established on an island off the Cayman Islands in the Caribbean, is perhaps the most well-known in this category.</p>
<p>Generally, though, micronations aren’t large enough to be socio-economic players on the world stage, which is the 5th criterion, and the residents and their leaders like it like that. Increasingly, though, there’s a place for these micronations in the metaverse as we will discuss below.</p></div>

				<div class="et_pb_text_inner"><h3>New Real-Nation – Split-Offs</h3>
<p>In contrast, the founding of a truly new country with significant territory and population, whether it gains its independence from another country by force or mutual agreement, is a significant worldwide, historical event.</p>
<p>The emergence of the United States of America is one example of course, and more recently the Soviet Republics emerged as a set of new nations subsequent to the breakup of the USSR in 1991.</p>
<p>Other new countries in the last century according to Wikipedia include:</p>
<ol>
<li style="padding-bottom: 5px;">South Sudan — split from Sudan in 2011.</li>
<li style="padding-bottom: 5px;">Kosovo (partially recognized) — seceded from Serbia in 2008, not yet fully recognized by United Nations.</li>
<li style="padding-bottom: 5px;">Montenegro — separated from Serbia in 2006.</li>
<li style="padding-bottom: 5px;">East Timor — gained independence from Indonesia in 1975.</li>
<li style="padding-bottom: 5px;">Serbia — separated from Montenegro in 2000.</li>
<li style="padding-bottom: 5px;">Palau — graduated from a U.N. Trust program in 1994.</li>
</ol>
<p>In the future, we’ll see more and more of these new nations when boundaries imposed by past military victors or other outsiders and map makers are exposed as artificially combining peoples, cultures, and even landmasses that would not otherwise be lumped together.</p>
<h3>New Real-Nation – Mergers</h3>
<p>Will the reverse happen as well? Will nations in the future absorb others, either voluntarily or otherwise? Germany is a good example of this relatively uncommon phenomenon with the reunification of East and West Germany in 1991.</p>
<p>Many who live in South Korea are hoping for a similar reunification with North Korea.</p>
<p>I’ve also predicted that <a href="https://futuristspeaker.com/business-trends/global-system-architects-tomorrows-new-power-brokers/" title="Global System Architects – Tomorrow’s New Power Brokers">we&#8217;ll be transitioning from national systems to global systems</a>. This has been happening, but at a slower rate than I originally anticipated. I still hold to that trend in the long view, although my column next week will explore the evolution of democratic visa à vis authoritarian national governance models.</p>
<p>In many cases, country combinations or mergers will come to pass in a way that initially looks like a union of countries (e.g., the European Union). Over time, the nations will cede more and more functions of a sovereign nation to the union, reducing them to the kind of relatively weaker “state” status. This tendency is apparent at the moment as countries work together within groups like NATO and the European Union to address the Russian invasion of Ukraine.</p>
<p>Interestingly, the widespread opposition and sanctions we’ve seen opposing that invasion is an indication that country combinations and unions are increasingly less likely to happen by force.</p>
<h2>What About Antarctica?</h2>
<p>In spite of those who insist Antarctica is independent and a continent, not a country, it actually already fits the definition of a country. There are established boundaries and a system of government. It will likely host permanent residents in the near future, with those permanently stationed in its settlements. We already have treaties and agreements in place between nations and those who are governing Antarctica.</p>
<p>Since 1959 the area has in fact been governed by the Antarctic Treaty System, which is managed by a Secretariat structure based in Argentina. Twenty-nine of the 54 signatory countries to the treaty have voting rights about what happens there, including some countries that have tried to lay claim to portions of the land.</p>
<p>It’s probably a topic for a separate column someday, but as rising temperatures make it more accessible and inhabitable, the scientific research activity already underway there will be joined by mineral exploration and extraction which will invariably lead to inter-nation disputes.</p>
<p>Ultimately, with the assistance of the United Nations or another arbiter, the land in Antarctica will be divided among two or more major powers.</p></div>

				<div class="et_pb_text_inner"><h2>Metaverse Countries</h2>
<p>Finally, I’d be remiss if I didn’t once again discuss <a href="https://futuristspeaker.com/future-scenarios/the-virtual-country/" title="The Virtual Country">the concept of new countries in the metaverse</a>. These will be legitimate countries in nearly every sense of the definition – defined boundaries, (increasingly) permanent residents, a system of governance, and a cryptocurrency. I see no reason these countries won’t be able to enter into a variety of agreements with other metaverse countries.</p>
<p>For some people on Earth, these metaverse countries will be a respite from the tyrannical situations in their own countries. In fact, many metaverse countries will market themselves in this way to recruit citizens.</p>
<p>In other cases, the metaverse countries will be a way to bring together people from different real-world countries who share a common heritage or fundamental beliefs, à la the micronation concept.</p>
<p>That’s a critical piece of the equation that can be applied to real-world countries as well. A commonality of purpose, high-level fundamental beliefs (e.g., freedom, diversity, fairness) not only can help define a new country, but it should also be something citizens strive for in every existing country as well.</p>
<h2>In Conclusion</h2>
<p>There will be many attempts to launch new countries in the future, but be wary of these attempts. Virtually none of the efforts will be recognized by the UN. There is no such thing as a utopia, and any effort to create a country solely as a tax haven will fail. Any new country needs a purpose, and the purpose cannot singularly be about saving money.</p>
<p>The unification of a people as in Korea is a good overarching purpose. And so is the management of a global system, such as a global privacy policy, global intellectual property, banking, human rights, or ethics. Each of these will need to be managed from a neutral country, and this could be an opportunity to create an instantly recognized micronation, and give it a fighting chance. But it will still be challenging at best.</p></div>

While this may not be their goal, it looks like they’re on the verge of creating their own virtual country.</p>
<p>Before jumping to the conclusion that this is “good” or “bad,” my take is that a virtual country is inevitable.</p>
<p>If Facebook were a country, its 2 billion users would make it the largest country in the world. Its $600 billion market cap makes it one of the most valuable companies in the world, and by far the most influential news organization on planet earth.</p>
<p>In late 2018, Facebook CEO Mark Zuckerberg announced plans to create an independent oversight board that could overrule Facebook&#8217;s content moderation guidelines, and even overrule Zuckerberg himself.</p>
<p>With a growing number of fake news tools, political divides, and super influencers, Facebook found itself being used to propagate misinformation, spread half-truths, persuade, brainwash, and incite action among increasingly larger groups of impressionable followers.</p>
<p>Unlike a traditional phone line, Facebook is a one-to-many platform. A simple video can go from zero to 10 million views in less than a day.</p>
<p>But Facebook is much more than a conduit for information. It’s a brand, status symbol, a form of entertainment, town-hall meeting, and in many ways, a stamp of approval.</p>
<p>It’s new “Supreme Court” represents a new kind of global authority, much needed in resolving cultural, political, and global conflicts. At the same time, it will operate much like an official policy-making branch of government.</p>
<p>The board is independent from Facebook, but Facebook is funding the board&#8217;s operations to the tune of $130 million per year.</p>
<p>If users believe their content was removed from the service unfairly or without cause, they can appeal to this independent board directly. If it decides to reverse Facebook&#8217;s decision, that decision &#8220;will be binding,&#8221; Zuckerberg said, &#8220;even if I or anyone at Facebook disagrees with it.&#8221;</p>
<p>This naturally takes the pressure off Zuckerberg because he and his staff will no longer be held accountable for any perceived biases in Facebook’s policy.</p>
<h2>Members of Facebook’s Supreme Court</h2>
<p>The initial slate for the Supreme Court is filled with a mix of journalists, judges, digital rights activists and former government advisers from around the globe. Evenly split between men and women, varying political agendas, races, and geography, members appear to represent a broad spectrum of interests.</p>
<p>Here is a list of the first 20 Board Members, which will grow to 40 over time.</p>

<p>Former Danish prime minister Helle Thorning-Schmidt, Michael McConnell, Jamal Greene, and Catalina Botero-Marino will co-chair the Board.</p>
<p>So far there are no details about how often these groups will meet, whether it’s in person or virtual, overall size of their caseload, or the most urgent matters at hand.</p>
<p>Each Board Member will have their own staff along with their own areas of responsibility.</p>
<p>According to Facebook&#8217;s press release, they will focus on the most challenging content issues for Facebook, including areas such as hate speech, harassment, and protecting people’s safety and privacy. It will make final and binding decisions on whether specific content should be allowed or removed from Facebook and Instagram (which Facebook owns.)</p>
<h2>Establishing a Credible Presence</h2>
<p>Back in 2015, I first discussed the idea of “<a href="/business-trends/fractal-organizations-defining-a-new-era-of-global-governance/">fractal organizations</a>,” which represent a narrow spectrum of global authority managed by a board of directors comprised of directors from each member state. Here’s what I imagined:</p>
<p>“Since technology is exceeding governments&#8217; ability to manage it, new global systems in the form of fractal organizations will emerge as a possible solution. Each fractal would be highly automated, and comes with its own management structure.”</p>
<p>“I think of them as fractals because each represents a tiny bit of order in an ocean of chaos. If fractals catch on, we will also see other new patterns of governance emerge. Fractal Organizations will be positioned at the intersection of national and global governance.”</p>
<p>Facebook has been well aware of the enormity of its growing problem. &#8220;One of the most painful lessons I&#8217;ve learned,&#8221; CEO Mark Zuckerberg wrote in late 2018, &#8220;is that when you connect two billion people, you will see all the beauty and ugliness of humanity.&#8221;</p>
<p>This Board will give it a huge amount of credibility, deflecting much of today’s criticism, allowing both Zuckerberg and Chief Operating Office, Sheryl Sandberg, to focus more on the business side of the equation.</p>
<p>That said, they’ve only begun to peel back the layers of possibility here. One step at a time, I’m convinced Facebook will evolve into something resembling a virtual country, and the world will be much better off because of it.</p></div>

				<div class="et_pb_text_inner"><h2>Understanding Virtual Countries</h2>
<p>Perhaps the simplest definition of a virtual country is one without land and borders. The country, or land, on which members of a virtual country reside will be referred to as a host country.</p>
<p>The Internet has created a vast number of borderless economies, and each are confusing issues of power and control, and even the sovereignty of nations. We are entering a new era of public power and control. The true power that is beginning to emerge is more Technocratic, meaning that we are beginning to reorganize the world around the technical imperatives of global competitiveness and economic efficiencies.</p>
<p>In the past we have associated the concept of country with attributes like geographical boundaries, common people, common language, common government, national currency, its own set of laws and regulations, and a series of systems that tie the country into a functional entity.</p>
<p>But not all nations have their own land. Throughout history there are many examples of people in exile or nationalities with a strong heritage and a differentiated culture that exist as a people within one or several countries.</p>
<p>The concept of a virtual country brings into questions some of the traditional notions about what creates the cohesion or loyalty within a group of people. One of the key functions is the ability to resolve conflict and that’s exactly what Facebook is creating.</p>
<h2>Can Today’s Nation-State Co-Exist with a Virtual Country?</h2>
<p>Countries today are described as nation-states. The <a href="/business-trends/what-comes-after-the-nation-state-fractal-governance/">concept of a nation-state</a> took root in the little remembered Treaty of Westphalia that was signed in 1648 AD. The Treaty sorted out some of the land issues in Europe and opened the doors for religious freedom by creating some levels of separation between church and state. But a very significant part of this Treaty involved the recognition of one country’s ability to sign a treaty with another country. This became the operational ground rule for all major countries – self-defined relationships with other countries.</p>
<p>Traditionally, governments that operate as a nation-state provide a protective bubble over their people, giving them systems and structures within their borders to live and operate businesses. But several technology trends, such as borderless economies, are beginning to complicate traditional government control over their own citizens.</p>
<p>As a first step, if Facebook bought an island and moved the company headquarters to neutral ground, it would feel less subject to the whims of other countries. Naturally this will raise many more questions:</p>
<ol>
<li style="padding-bottom: 5px; padding-top: 5px;">What services can Facebook provide that traditional countries can’t?</li>
<li style="padding-bottom: 5px;">Why would the move to a virtual country be superior to operating as a multinational corporation?</li>
<li style="padding-bottom: 5px;">Should Facebook have the right to form treaties with other countries?</li>
<li style="padding-bottom: 5px;">Will the move to a virtual country make it more resilient and adaptable to change?</li>
<li style="padding-bottom: 5px;">How can Facebook create a relationship with members that is the equivalent of citizenship?</li>
<li style="padding-bottom: 5px;">As a “Facebook Citizen,” what rights, liberties, freedoms, and protection should you come to expect?</li>
<li style="padding-bottom: 5px;">How can “Facebook Laws” coexist with the laws of other countries?</li>
<li style="padding-bottom: 5px;">Does Facebook have the resourcefulness and staying power to make any of this viable?</li>
</ol>
<h2>Can Facebook make the Transition to a Virtual Country?</h2>
<p>At the end of WW1, USA President Woodrow Wilson promoted the concept of “self-determination”, a powerful idea in the 19th century, particularly for Europe. The message from President Wilson on Jan 8, 1918 stated:</p>
<p><block><em>“…every peace-loving nation which, like our own, wishes to live its own life, determine its own institutions, be assured of justice and fair dealing by the other peoples of the world as against force and selfish aggression. All the peoples of the world are in effect partners in this interest, and for our own part we see very clearly that unless justice is done to others it will not be done to us.”</em><br /> </block><br /> Stepping through a logical transition from Facebook as a business to Facebook as a country, it might begin with turning over corporate policy decisions into a democratic process. Since user data is already leveraged to determine most of their business decisions, formalizing their data collecting into more of a voting process would help cement the relationship with their “citizens.”</p></div>

				<div class="et_pb_text_inner">The process would begin with formalizing a constitution, or statement of purpose, outlining their mission and goals both for themselves, their people, and ongoing role and commitment to planet earth. Once that’s created, they would form a transition team to help manage each stage of development and serve as a sounding board for objections, pushback, and criticism.</p>
<p>After the Supreme Court, the next agency would be a ‘foreign ministry” office to manage their relationship with other countries.</p>
<p>Facebook is already imposing an “eyeball tax” on all their users. Additional fee structures may be imposed over time. Keep in mind, people are always free to leave if they don’t like it.</p>
<p>If Facebook proceeds to introduce their own Libra cryptocurrency, will that enable them to create their own online banking system as well? Will Facebook citizens be able to take out a house loan or business loan through the Bank of Facebook?</p>
<p>With the amount of data flowing through their platform, Facebook already has the ability to make risk assessments that may be far more accurate than traditional credit bureaus.</div>

				<div class="et_pb_text_inner"><h2>Final Thoughts</h2>
<p>Facebook will continue to evolve with or without making the transition to a virtual country.</p>
<p>That said, existing governments do not like the idea of having their citizens under someone else’s control. It creates the potential for developing an enemy army within the confines of its own territory, with the potential for disrupting domestic peace and tranquility.</p>
<p>However, all nations have “outsiders” existing within the confines of their own borders. Whether or not the person is a citizen of a virtual country is of little consequence to the host nation provided the person abides by the laws and pays all their taxes.</p>
<p>But one of the big attractions of joining a virtual country will be the ability to operate outside of the bounds of your existing country. The idea of being able to say “these laws don’t apply to me” is a huge incentive for some people. And that is where the security issues become a massive concern. Forging an equitable rule of law among all people in a country is one of the founding principles of democracy.</p>
<p>For this reason, virtual countries will, by necessity, have to guarantee non-interference in the laws of the host nation. They will also have to guarantee that all of their citizens will abide by the laws, and be subject to any legal or judicial system serving to enforce compliance.</p>
<p>To be sure, the creation of Virtual Countries will be fraught with many problems. Recognition of new countries is discretionary and highly political. New Nation-States must be recognized implicitly or explicitly by other nation-states.</p>
<p>In order to guarantee international security and avoid conflicts, an International Organization, such as the United Nations, will need to exercise some controls.</p>
<p>Competing for citizens is not a concept that will be easily accepted by existing countries. The United Nations will invariably play a significant role in the formation of virtual countries. But it will be the “will” of the constituency that will determine a virtual country’s viability. </p>
<p>Is this a path Facebook can or should go down?</p>
<p>I’d love to hear your thoughts. When will the value of virtual relationships begin to equal that of physical relationships? Is this inevitable?</div>
